F2024 Passport Guidelines – Passport Program Changes Effective April 1, 2023

Effective April 1, 2023, the temporary expansion to the Passport Funding Guidelines, otherwise known as the COVID guidelines, will end. Some of the expenses that were temporarily added to the guidelines due to COVID-19 will become permanent.​ Please review the description of the new categories, as well as the now excluded items (i.e., Netflix, Disney+) to determine if any Passport Plans need to be adjusted based on these new Guidelines.

Two new service type categories will be added to the permanent guidelines:

  • Community Participation Support Supplies and Equipment​ – This category is capped at $2,000 annually and can include fitness recreation and sports equipment, arts & craft supplies, safety equipment, sensory items and personal protective equipment. Please see the Passport Program Guidelines for a complete list.
  • Technology – This category is capped at $3,000 annually and can include laptops, tablets, cell phones, phone plans, personal electronic items and repairs for these items. Example of excluded items include gaming consoles and streaming services. Please see the attached tip sheet and detailed Passport Program Guidelines for more details.

Other Changes:

Transportation: Transportation costs to and from local social engagements and activities, including those with family and friends that take place within a person’s home community may be reimbursed under Passport. Costs associated with personal holiday travel, vacations to visit family/friends and family visits related to custody arrangements are not admissible for reimbursement. ​

Behavioural Support Plans/Intervention: Costs associated with a behavioural support plan/intervention will be inadmissible effective April 1, 2023.​

Live Event Tickets: (previously communicated change in November 2022): Ticketed, live events such as live music, theatre, sporting events and other live entertainment events are admissible expenditures under the Passport program that can be reimbursed up to a maximum of $150 per ticket for maximum of two tickets per event. Any amount over $150 is the responsibility of the person attending the event and will not be funded by Passport or by Christian Horizons.
